The City of Rialto's Building and Safety division issues re-roof permits under a Re-Roof Requirements handout dated January 1, 2026; only permitted structures qualify, and a detached garage needs its own permit. The handout sets stricter wind and fire requirements north of the 210. For a smaller repair, ask the City if you are unsure whether it counts.
